'SNL' PROMOS: Is Justin Bieber Reading the Cue Cards for His Promos?

Many Saturday Night Live hosts find themselves relying on the cue cards during their episodes, something that's instantly noticeable to the audience. I'm pretty sure that Justin Bieber couldn't even make it through his SNL promos without reading the cue cards. At the beginning of each segment, watch him look up and slightly to his left.
